Tell us about yourself and your journey from the beginning including your experience in academia.

After attending high school in Norfolk, VA, I was in the US Army National Guard, where I attended Officer Candidate School, serving for 14 years. In 1968, I joined the Chesapeake, VA Police Dept., serving for 33 years, retiring as a Captain in 2001. While with the Police Department I served in just about all functions of law enforcement working my way up to holding commands in all of those areas.

I was a founder of the Special Weapons and Tactics Team (SWAT) and served a Commander for 23 years with over 800 missions. I have attended Old Dominion University and the University of Louisville, Southern Police Institute. I have been fortunate to receive a number of awards including; 3 Silver Stars for Valor; 3 Police Commendation Medals; 3 line of Duty Injury Medals and a Commendation from the President of the United States for SWAT Service.

As member of Project Lifesaver I have received the Project Lifesaver Medal of Honor, 2 Congressional Medal of Honor Finalist Awards, The George Washington Valley Forge Foundation Medal of Honor, Bank of America Hero Award and the CBS Person of Distinction Award among others. I have authored several magazine articles concerning searching for lost persons and special needs person searches. I have also been named the International Top Professional CEO of the Year, The 50 most Fearless Leaders in America Award, Marquis Lifetime Achievement Award.

Project Lifesaver has received numerous awards including the Virginia Best Practice Award, Congressional Medal of Honor Society Citizens Honor finalist award, Best in US public safety company, Titan award for Technology, Stevie award for Organization of the Year – Non-Profit, Montgomery County, MD., Critical Link Award, AUVSI Humanitarian Award, Florida Chiefs of Police Cooperative Award, Best in NON-Profits Award 12 times, Coast Magazine NON profit of the year, et. al.

We receive our funding through equipment purchases, training fees, membership fees and grants through government and private foundations.

What are the future prospects of Project Lifesaver International?

To continue building and improving our technology and methods and grow our program to assist the most agencies and communities possible.

I founded Project Lifesaver in 1999 and overseen its’ growth to over 1,698 member agencies who have performed over 3, 800 successful searches. Currently, over 1,678 agencies use the program with over 75,000 clients.

Our team consists of active and retired public safety professional and staff that have an active interest in the population they serve. They are some of the best people in the world.
