With just five years left to achieve the UN’s 2030 Sustainable Development Goals, the annual UN Public Service Forum (UNPSF) delivered a resounding call for accelerated digital transformation in the public sector.

Held for the first time in Samarkand, Uzbekistan, from June 23–25, the 2025 UNPSF convened over 1,000 global leaders, tech experts, and public service innovators under the theme, “Five Years Until 2030: Accelerating Public Service Delivery for a Sustainable Future.”

Participants from Asia, Africa, Europe, and Latin America explored AI adoption, closing digital divides, and scaling innovation to reshape governance. In his keynote, Uzbekistan President Shavkat Mirziyoyev emphasized the urgency of smarter service delivery and future-ready leadership.

“Digital tools are levers of equity and transformation,” noted UN Assistant Secretary-General Navid Hanif, citing nations like Estonia, Rwanda, and Uzbekistan as examples of digital leadership. A major outcome was the Samarkand Ministerial Declaration, a new global roadmap for inclusive and sustainable public services, supporting cross-border GovTech collaboration.

Uzbekistan showcased its own digital progress, having climbed 37 spots in the UN’s GovTech Maturity Index in 2024 and joining the top “A” category. The country’s IT exports exceeded $900 million, with over 740 companies joining the national IT Park in 2025.

“Digitization redefines state-citizen relations through trust and transparency,” said Sherzod Shermatov, Uzbekistan’s Minister of Digital Technologies.

Co-hosted by the UN Department of Economic and Social Affairs (UNDESA) and the Government of Uzbekistan, the Forum reinforced a global consensus: digital transformation is no longer optional—it’s the key to a sustainable, inclusive future.
